What Is Cross-Net?
Cross-Net International (CNI) is an apostolic network which provides like-minded churches and ministries the opportunity to covenant with one another for the purpose of advancing God‘s Kingdom together.
It is a vehicle by which these churches/ministries can encourage, challenge, and motivate one another to maturity and growth by speaking the truth to one another in love, sharing resources, and working together without losing individual autonomy.
The framework of covenant relationships promoted by Cross-Net facilitates interdependency between network members and apostolic oversight. Cross-Net
is not and never will be a denomination, because covenant relationships—not policies and rules—are the source of organizational strength.
Apostolic Council
The Apostolic Council gives spiritual oversight to Cross-Net International. The council or “Presbytery” consists of some five-fold leaders from our partnering churches and is lead by Robert Rosado, the Senior Pastor of Crossroads Restoration Church in West Chicago, Illinois. The apostle Paul, though incredibly gifted, understood the power of team synergy. His success as an apostle was greatly enhanced by the quality of the men and women around him: Barnabas, Timothy, Titus, Priscilla, and Aquila, Silas, and many others. The Apostolic Council Team is responsible to equip, train and give oversight and mentoring to the partnering churches and ministry leaders.
CNI Missions
It is the goal of CNI to send hundreds of short- and long-term missionaries to the nations to equip and train the local nationals to reach their nation for the Lord. Each long-term missionary is “embraced” by a church, possibly a cell group, and by individuals from CNI partner churches.
Partnering Together

We know that we have been called to plant new churches, but we also know that we are called to open our hearts and adopt other independent churches that have no spiritual oversight and apostolic protection. So, in addition to church planting, the Lord has given us a process of adopting churches that are called to partner with us. These churches will maintain their individual autonomy (self governing) and will partner with us through shared hearts, vision, and value. After going through a one-year engagement process of discernment, churches with similar values and vision become relational partner churches with the Cross-Net International family.
Networking with the Body of Christ
We believe another important aspect to Kingdom building is networking with other networks, churches and ministries outside of the CNI family. In this way, we can resource one another. There is no single network or church that has it all! CNI partner church leaders are encouraged to pray regularly with other pastors in their region. The Apostolic Council and leadership from CNI partner churches throughout the nation will meet together twice each year for a CNI Leadership Conference at different locations each time for the purpose of mutual encouragement, leadership training, relationship building, and to receive a common vision from the Lord.
Apostolic Evangelism
We believe that the great harvest is upon us. The present church structures (old wineskins) are not going to hold this great harvest. The Lord is requiring us to provide new wineskins for the new wine, as He brings in His harvest. We believe as we continue to commune with the Lord and obey His voice, build together as a family of churches and ministries, and reach the lost in our generation, there is going to be a need for thousands of new houses (new churches) and new rooms (new cell groups). We understand the importance of forming strong networks for use in the harvest. Evangelism is not only an individual pursuit, but it is also a matter of teamwork.
“And when they had done this, they caught great number of fish, and their net was breaking. So they signaled to their partners in the other boat to come and help them. And they came and filled both the boats, so that they began to sink.” (Luke 5:6-7)
Apostolic evangelism realizes that the coming harvest will be so large that covenant partnership will have to replace selfish competition. We are not only called to “mend the nets” (relationship) but to also “cast the nets” (evangelism) into the waters (the multitudes) for the great catch.
Ministerial Licensing and Ordination
We see ministerial licensing and ordination as an affirmation of a leader’s call to a lifetime of ministry, which gives him/her the right to perform the duties of his/her office and any other ministerial functions within the scope and practices of CNI. The Apostolic Council holds the authority to license and ordain. In most cases, we prefer a person to be involved in active ministry for at least two years before ordination. We license and ordain both men and women.
Cross-Net Overseers
Pastor Robert and Norma Rosado were born and raised in the South Bronx of New York City. Robert became involved with gangs and drugs at an early age, and by the time he was fifteen years old he was a full-fledged heroin addict. For the next ten years, Robert experienced everything that comes along with a life of drugs and crime. It was during these years that he met his future wife, Norma.
In 1979 Robert and Norma met Jesus Christ through the ministry of Cookie Rodriguez during a street evangelism meeting. They moved to Dover, Pennsylvania, where they were married and got involved in full-time ministry. A year later they moved to Chicago to serve as directors of the North Central New Life for Girls. They served in that capacity for 13 years until the Lord called them to start a similar ministry.
In 1993 they founded Crossroads Ministries International, a residential, non-profit, educational organization dedicated to meeting the emotional, physical, and spiritual needs of troubled young women. Now known as CMI-Out-Reach
In 2001 the Rosado’s sensed God calling them to start a church in the city of West Chicago, Illinois. Thus Crossroads Restoration Church was born. CRC is a unique church where the focus is not on numbers but on lives – a place where new believers are born and lives are restored.
Knowing the need for pastors to have fellowship, encouragement, and covenant relationships, Robert felt called to establish Cross-Net International (CNI), which today is in covenant with churches in California, Florida, Hawaii, Nicaragua, Puerto Rico, Africa, Maryland, and Illinois.
Cross-Net Administrators
God has called Edwin (“Tito”) and Susan Matos from New York City to Westminster, Maryland. They believe in motivating a generation of believers to sense the heartbeat of God and win others to Christ. As pastors, they are devoted to evangelism and to bringing a people to a maturity by preaching the uncompromising Word of God.
Pastor Tito and Susie, are pastors of Crossroads Restoration Church of Maryland. They believe in equipping the church for the work of the ministry locally and globally. Under their leadership many have been ministered to and are living productive Christian lives today. As directors of Southeast New Life for Girls, they are dedicated to those trapped in drug and alcohol abuse, helping them become free from life-controlling problems through the power of God.
Through the ministry of CNI, God has allowed them to plant ministries in Nicaragua and help in Peru and other parts of the world. Their hearts’ desire to reach the world for Jesus.
Together they have six lovely daughters and 11 grandchildren.
